The power is a measure of energy use per time, specifically Joules per second.
Consider a 200 horse-power car, the engine produces 200 horse-power all the time, similarly the heater uses 1500 W all the time.
An alternative measure for the amount of energy usage is the Watt-hour, or more often the kilowatt-hour, this is the power multiplied the time. So if you used your heater for an hour, it would use 1500*1 = 1500 Watt-hours = 1.5 kWh.
This is the same as 1500*60*60 = 5400000 Joules = 5.4 MJ (Mega Joules).
